Brief description
Loppa municipality needs a comprehensive port administration tool that supports the harbour ́s assignments and responsibilities as a public port authority.
Loppa municipality intends to enter into a service contract with Grieg Connect AS for the delivery of a port administration system with third-party integrations and mobile systems.
The intention is to enter into a contract from approx. 19 February 2026, with a duration of up to 5 years.
Description of the procurement
The contracting authority intends to enter into a contract for up to 5 years without a prior competition, as there is only one supplier in the market who can deliver a system that fulfils the requirements and needs of the contracting authority, cf. the Public Procurement Regulations § 8-18.
The contracting authority needs a comprehensive and robust port administration tool to ensure that operation, management, reporting and traffic management are in accordance with updated laws, regulations and the municipality ́s approved port regulated ports. This includes a basic system that shall cover the statutory requirements and needs that Loppa municipality has as a public port authority in an efficient and sustainable way, and the implementation of new digitalisation systems that make the organisation work smarter, that port operation is streamlined and that Loppa municipality achieves better control of the business. This also includes preparations for changes and use of new technology that comes from the started digitalisation of the port industry, hence the implementation of new systems as a result of ongoing projects between the national authorities and the ports.
The procurement/service delivery includes:
• Licences for all software/all suppliers included in the system.
• Application operation/monitoring
• Technical application management
• System maintenance
• Support/user support
• Consultancy and application development.
• Integrations, interface etc.
The appeals deadline is 14 days from when the intention notice is published. If no appeals are filed within the 14 days, the contract will be signed. Any objections must be submitted via the Mercell portal by 12 February 2026.
Extended description
The new port administration system will be central for both the existing and new digitalisation systems that are/shall be introduced in Loppa municipality.
The need is:
• A port administration system designed in accordance with the needs and requirements for the operation of Norwegian public ports, with direct interaction (integration) for Visma Enterprise (finance system).
o Automatic connection with data transfer/file dump from port administration system to finance and accounting.
o Integration with The Norwegian Mapping Authority's database for updating management data.
• Integrated mobility systems for registering services, events and work assignments between operative employees and functions in the terminal areas and the port system.
• Expanded analysis tool for central KPIs for analysing, measuring and reporting traffic and business data.
The need shall be covered by:
• One (1) total supplier of the described need above, who has delivered equivalent systems to other Norwegian comparable ports and who is a supplier/participant for relevant digitalisation projects among Norwegian ports, for example the project "Norsk digital havnestruktur".
• Cloud based system, in Norwegian.
• Total solution; licence, hosting and support in Norwegian, included in the contract.

Contract signing without competition notice
Explanation
The contracting authority intends to enter into a contract without a prior competition, as there is only one supplier in the market who can deliver a system that fulfils the requirements and needs of the contracting authority, cf. the Public Procurement Regulations § 21-5.
Based on the contracting authority ́s surveys and knowledge of the market, Grieg Connect AS is the only supplier who can cover the contracting authority ́s total need for systems within operation, management and digitalisation, as described above. The system shall be integrated with a national port of call portal AIS system for ship movements as well as the contracting authority ́s financial system. A compound and technical complex solution with several sub-suppliers/EDI partners and proprietary solution components puts limits on the possibilities for creating competition for the service delivery. As a tenderer for joint central development and digitalisation projects between public ports and national authorities, the tenderer makes available unique knowledge for the contracting authority. The market for port data systems to public ports is very limited, with Grieg Connect ́s systems mainly used by all ports. It has succeeded from Loppa municipality other actors who fulfil all the requirements, especially a cloud based system. Loppa municipality deems that the terms for procurement without competition in PPR § 13-4 letter b no. 2 are fulfilled.
