The contracting authorities intend to conclude a contract addendum to existing framework agreements for works related to the Borgarlína project (tender no. BSRS-2025-02; Borgarlínan - Framework Agreement for Works) concluded in July and August 2025, contract reference no. VES-2025-07-011, VES-2025-07-012, VES-2025-07-013 and VES-2025-07-014, with the current contractors. By means of the addendum, Veitur ohf. will be added as a contracting authority and full party to the framework agreement, alongside Betri samgöngur ohf., as from the effective date of the addendum. The addendum does not introduce any other amendments to the framework agreement. In particular, it does not change the subject-matter, scope, nature or overall structure of the procurement, nor does it modify the contractual terms, the tender conditions, the ranking, the pricing mechanism, unit rates or any element of the contractor’s tender. The contractors remain unchanged. Furthermore, the Borgarlína project is, by its nature, a transportation and infrastructure project. Utilities and cables constitute an integral and inseparable part of the works. The tender documents explicitly state that utility works form part of the scope of the procurement. This position remains unchanged, and accordingly there is no material change to the scope of the project. Accordingly, the amendment is considered non-substantial within the meaning of the rules on permissible modifications of contracts/framework agreements, as it would not have allowed for the admission of other tenderers or the acceptance of a different tender, does not alter the economic balance of the contract in favour of the contractor, and does not considerably extend the scope of the framework agreement. The purpose of the addendum is to formally align the parties to the framework agreement with the intended implementation of the procurement, without any changes to the substance of the framework agreement.
