      In the coming procurement of Work journeys for persons with reduced functional abilities, the contracting authority would like input from the supplier market on how we can safeguard climate and environmental considerations for the procurement. Here we would like input on whether there are concrete requirements and/or award criteria or other conditions that may be relevant for the procurement. Here is a description of the procurement need: Stavanger municipality shall, during the 1st half of 2026, enter into a new framework agreement for the procurement of passenger transport connected to the municipality ́s scheme called - Work journeys for persons with reduced functional ability. The agreement only applies to users who, after an application to the municipality, have been granted a decision on support for transport during work journeys. The municipality ́s scheme for working journeys applies for persons (users) with reduced orientation ability or other reduced functional ability who are unable to travel by bus or other scheduled means of transport to and from work. Work journeys shall only be used between home and work place. The transport will only take place on weekdays from Monday to Friday, mainly in the morning(trip) approx. between 07:00 to 09:30 and in the afternoon (return) approx. between 13:00 to 15:00. The size of the excess will be determined by the Municipal Council each year per 1 January. For the year 2025, the excess is fixed at NOK 2025. 32, - per trip. The excess user shall pay directly to the tenderer. Tenderers shall therefore facilitate the user receiving monthly summary invoices for all expensed excesses. For other transport expenses (beyond a deductible of NOK 32,-) the tenderer shall send one - 1 - summary invoice per user per month to one of the two health and welfare offices (HVK) in the municipality that the user belongs to. The following price group will be used in the future competition, which will be announced during the first quarter of 2026.Price group no. 1 - price one way, per user. Price group no. 2 - price one way, for return of attendant. Price group no. 3 - price one way, for persons who cannot share a car with others. Price group no. 4 - price one way, for a special vehicle suitable for wheelchair transport. Price group no. 5 - price one way, for travelling outside the municipal border. It is possible to transport several users in the same vehicle, provided that this is in accordance with the decision of the individual user. Approx. 18 cars are currently used in the mornings and approx. 15 vehicles in the afternoon for transport. As of October 2025 there were approx. 65 users who had granted work journeys. The assignment includes taxis (and equivalent means of transport) with drivers who carry out the transport assignment in accordance with the contracting authority ́s needs. The contracting authority would like input from the supplier market on how we can safeguard climate and environmental considerations for the procurement. Here we would like input on whether there are concrete requirements and/or award criteria or other conditions that may be relevant for the procurement. The deadline for responding to the market survey is 22 January, 13:00.
