Prior information notice- Market hearing of requirement specifications and price form. Boligbygg Oslo KF plans to implement a public procurement in the form of a competition with negotiations for our framework agreement for trade services. The framework agreement consists of two sub-contracts. Sub-contract 1: Maintenance and renovation assignments, mainly individual flats. Sub-contract 2: Major maintenance and renovation assignments. Before the competition has been announced, Boligbygg would like to hold an open market hearing aimed at the supplier market within the construction industry. In this connection, the provisional requirement specification and price form will be published for consultation. The documents will be available for four weeks and all interested suppliers will be invited to submit written input by the stated deadline. As part of the preparations, the supplier market is invited to give input on the provisional requirement specifications and price form for sub-contract 1 before the competition is announced. Tenderers are requested to gather their input in a Word document with clear references to the points they apply in the requirement specification or price form. Separate requirement specifications and price forms will be prepared for sub-contract 2 and these will be developed per assignment in accordance with mini competition. Boligbygg Oslo KF will, in addition, have a separate technical requirement specification that will apply generally for both sub-contracts. These documents will therefore not be a part of the hearing. About The Municipal Undertaking for Social Housing and the planned procurement Boligbygg Oslo KF is a municipal company that owns, manages and rents out almost 12,000 municipal residences. Over 25,000 residents live with us, divided between more than one million square meters of residential area. The property mass comprises both listed flat buildings and modern new buildings in all of Oslo ́s districts. At the start of 2026 Boligbygg will announce a new framework agreement for trade services, with the aim of entering into parallel framework agreements with 10-15 tenderers. The agreement shall cover: * Commissioning of residences in connection with the change of tenant * assignments with several tradesmen groups in inhabited and vacant residences * work in common areas, both internally and externally. The framework agreement has an estimated total value of approx. The objective of the market hearing The market hearing shall contribute to ensuring that the tender documentation is best adapted to the market. The objective is to: * get feedback to the requirement specifications * get feedback on the content in the price form * clarify whether requirements and price posts are suitable, understandable and competitive * strengthen the quality of the final competition and ensure good competitive dynamics All input will be assessed by Boligbygg, but the contracting authority is not obliged to follow them. Framework for participation The market hearing is not a competition notice and participation in the hearing is not a prerequisite for participating in the pending procurement. The formal competition will be published in accordance with the current procurement regulations at a later date.
