Intention notice for a direct award of contract for the further development and operation of the web app Sikresiden.no OsloMet shall enter into a new contract (continuation) with Frontkom for the further development and operation of the tailor-made security application Sikresiden.no, cf. the public procurement regulations § 13-4. Terms for procurements without competition b) the procurement concerns services that only a specific supplier can deliver because 2. competition is impossible for technical reasons. The directive ́s preliminary premise 50 refers to the fact that technical reasons can also be due to particular requirements for collaboration ability that shall be fulfilled in order to ensure functional ability. Further development of the technical system Sikresiden.no requires precisely fulfilment of special requirements for collaboration ability in order to ensure functional ability. Through 9 years of cooperation, we have developed the technical system in close integration with the development of content on subjects that are difficult to communicate correctly. This applies to, for example, spying, suicide, PLIVO (terrorist situations) and extremism. Through this we have developed a common domain knowledge and close and good cooperativeness that ensures functional ability, which in practice cannot be reproduced with a new supplier. The cost per annum depends on the need for further development. This is a small application, where a lot of domain knowledge is needed to make further development, even for minor changes. There are no plans for major changes to the application at the current time. The contract will be signed 10 days after this notice. The contract is ongoing.
