Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. Statsbygg intends to sign a contract with NanoTemper Technologies for the acquisition of a DLS instrument, protein stability, for the Life Sciences Building. We intend to purchase a DLS instrument that is a capillary-based instrument for the analysis of protein stability, and protein aggregation using a combination of differential scanning fluorimetry (DSF), dynamic light scattering (DLS) and static light scattering (SLS) of native proteins as principles of detection. The instrument must be an all-in-one, table-top model, and not exceed w400 x d600 x h550 mm in size due to space restrictions. The instrument must be able to do the particle size analysis simultaneously, immediately followed by the thermal analysis on the same sample in the same experiment. Among other things, we are researching the thermal stability of proteins and protein complexes, and the ability to analyse such samples at equilibrium in a flow-free environment that does not require immobilisation, fluorescent labelling, or the use external fluorescent reporters is a key function that the equipment must satisfy. It is also essential that the system can measure many samples in series, with high sensitivity, and with minimal use of material per sample. Through professional expertise in the laboratory, as well as research done online, we find that Prometheus Panta is the only system with the following characteristics: Can do differential scanning fluorimetry (DSF), dynamic light scattering (DLS) and static light scattering (SLS) of native proteins as principles of detection in the same instrument. Is an instrument that is an all-in-one, table-top model, not exceeding the size limitation. The instrument can do the particle size analysis simultaneously, immediately followed by the thermal analysis on the same sample in the same experiment. Can measure samples in very small volumes, using very small amounts of samples. See Appendix 4.0 Requirements DLS Equipment K930.22 specification for more information on absolute requirements. Send an e-mail to kristine.milner.carlsen@statsbygg.no to receive the Appendix 4.0 Requirements document. Summary: Given our technical requirements and needs, including in the attached requirement specification, the information we have and the investigations that have been carried out, to the best of our knowledge only Nanotemper technologies meets the requirements and therefore can, for technical reasons, deliver the service. The conditions in FOA § 13-4 (b) are deemed to be met. Any objections must be reported via e-mail to kristine.milner.carlsen@statsbygg.no within 10 days of the published announcement.
