THIS IS A ROUND OF HEARINGS - NO TENDERS SHALL BE SUBMITTED. The aim is to obtain input from the supplier market for a draft of competition documents. We would like feedback on requirements, uncertainties, scope and proposals for improvements. Input from the market is requested to be sent by 12.01.2026.Summary of the procurementfylkeskommunene plans to enter into a framework agreement for a modern, cloud based competition tool (KGV) and contract administration tool (KAV). The system shall contribute to making the procurement work more efficient, reduce complexity and support digitalisation of procurement processes. The aim is that the tool shall be user friendly, robust and developed in line with the market, with integrations with the existing infrastructure and open APIs for data sharing. The agreement will give counties the possibility to make call-offs on ongoing service contracts (SSA-L) with the chosen tenderer. As a minimum the system shall include KGV and KAV with archive needs safeguarded, as well as an option for migration of historical data. Options such as a procurement analysis tool (Spend) with integration with source data can also be included. The procurement shall ensure: Efficiency of the procurement work and improved use of resources. Automation and improved work flow for competitions and contract follow-up. Reduced complexity so that several parts of the organisation can use the tool. Better compliance with the rules and support for future legislative changes. Future integration of artificial intelligence, in particular with Microsoft 365 and Azure. Standard delivery: KGV and KAV with integration with Doffin, TED and the current announcement form. Options: Migration of historical data from KAV. Procurement analysis tool (Spend) with integration with source systems. Options can be made when the contract is signed or later in the contract period. It shall be possible to get out of options without terminating the main contract.
