Prior Information Notice (PIN) – ENQEIR974 Offshore IT Software and Systems EirGrid intends to establish a multi-lot framework to procure IT software, systems, implementation and support services required to deliver new and enhanced capabilities for Offshore Asset Ownership. As Ireland advances its offshore renewable energy ambitions, EirGrid must implement modern digital systems, supporting technologies and data platforms to meet its responsibilities as Transmission System Operator and future Offshore Asset Owner. This PIN informs the market of the forthcoming procurement and provides guidance to suppliers regarding participation requirements and expected scope. A future call for competition may be issued. Any competitions may be advertised via the Official Journal of the European Union (OJEU) or other appropriate platforms. All costs incurred in preparing or submitting information are borne solely by suppliers. EirGrid and its advisers accept no responsibility for the accuracy or completeness of this notice. The Pre-Qualification Questionnaire (PQQ) for this opportunity will be issued via the Achilles platform. EirGrid intends to establish a framework comprising three Lots to meet a broad range of offshore digital capability needs. Lot 1 Offshore Business Applications: This Lot covers the deployment, enhancement and support of applications necessary for EirGrid’s role as Offshore Asset Owner across the full asset lifecycle. These capabilities include asset management, maintenance management, marine and logistics planning, operational coordination, regulatory compliance, health and safety, incident management and associated business processes. Services may include solution architecture, secure software development lifecycle activities, configuration of commercial systems, bespoke application development, testing, deployment, transition to operations, licence management, data migration, user enablement and integration with EirGrid’s enterprise environment. The objective is to deliver scalable and reliable digital solutions that enable safe, efficient and compliant offshore operations. Lot 2 Enterprise Applications: This Lot covers the evaluation, optimisation, expansion and implementation of EirGrid’s existing enterprise systems to meet emerging offshore requirements. Existing systems such as ERP, CRM, GIS, project management tools and business intelligence platforms may require enhancement or reconfiguration. Where existing applications do not provide the required offshore capability, new enterprise applications may be introduced. The scope includes analysis of functional and technical requirements, solution design, integration, business process alignment, full software development lifecycle services, change management, user training and operational support to ensure continuity and interoperability across the enterprise. Lot 3 Technology Platforms (Data, Cloud, Visualisation and Reporting): This Lot covers platforms and services enabling secure aggregation, processing, modelling and visualisation of data across IT and operational systems. As EirGrid assumes responsibilities for offshore assets, data flows will intensify across cloud platforms, enterprise systems, field sensors, marine devices and operational technologies. This Lot therefore includes data integration services, hybrid cloud enablement, secure infrastructure configuration, API development, analytics, automation, AI and machine learning, as well as the creation of dashboards, reporting layers and decision-support tools. Solutions must support real-time and near-real-time data requirements while ensuring security, resilience and scalability. Data, software and associated licences would be hosted in EirGrid data centres and/or in an EirGrid tenant cloud. This requirement applies to all Lots. Pre-qualification questionnaires may be issued directly to registered economic operators rather than through a formal contract notice. Failure to complete Achilles registration in advance may result in exclusion from the process.
