Narvik Municipality intends to award a contract to Kjøpsvik Transport og Multiservice for snow clearing at municipal buildings – Rode Kjøpsvik (District Kjøpsvik). No. of Intended Contractor: 918 450 114 Subject Matter of the Contract: Snow clearing at municipal buildings – Rode Kjøpsvik Brief Description of the Procurement: Winter maintenance of outdoor areas for municipal purpose-built buildings in Kjøpsvik for the period 2025 to 2027, with an option for extension of 1+1 year. Estimated Contract Value: NOK 2.3 million (MNOK) excluding VAT. Legal Basis for Direct Award: The Contracting Authority believes it has a legal basis to award the contract without prior publication of a contract notice, in accordance with the Norwegian Public Procurement Regulation (FOA) Part III, §13-4 (a). Justification for Direct Award: An initial open tender competition was published on 29.09.2025 to procure snow clearing services for Rode Kjøpsvik. Only one tender was received. The tender has been formally rejected as the bidder did not meet the mandatory qualification requirement for a minimum solvency rating of B in Proff Forvalt (the bidder holds a rating of C). This means that the competition did not result in an acceptable tender (FOA §13-4 (a)).Following a thorough market survey, the Contracting Authority also has knowledge that there are no other operators in Kjøpsvik with the capacity, equipment, or interest to perform this contract. The situation is effectively considered a single-supplier situation where competition is impossible.To ensure the necessary winter maintenance and operation of municipal buildings without significant delay or change in the contract terms, the Contracting Authority chooses to proceed with a direct award to this single operator, as the market demonstrably failed to respond with qualified bidders in the announced competition. The Municipality has assessed the actual financial capacity and risk as acceptable in light of the contract value and local market conditions. Standstill Period (Karensperiode)The contract will be signed no earlier than 10 days after the publication date of this notice.
