      Elves will have several elderly persons and other user groups with a need for welfare services. This is documented in need analysis and different planning documents. These challenges cannot be liedast with noverande bustad and tenestestruktur. Several in the target groups must be offered good and economic realisable bustader in the centre area, where they can get cheering services and activity arrangements. Based on this, the aim is to establish approx. 60 new sheltered accommodations in Knarvik and approx. 40 in Frekhaug until approx. 2030, including the day and activity centre and personnel base. The municipality does not want to build, enter into or operate the sheltered accommodations, but there will be a minimum period of 30 years for employees. The municipality will make decisions on the awarding of bustad and will provide the tenderer ́s care services to the employees. Bustadane is requested to lie in the central area with walking distance to shops and other service sheds. Senter definerast here for Knarvik after the area plan Knarvik centre, medan that for Frekhaug will be a distance of 500 meters from Frekhaug square. The bustadene must fulfil the terms from Husbanken and Skatteetaten for this type of bustader, and fulfil the criterion for investment subsidy and VAT compensation. The aim of the market dialogue is to comma in contact with actors who can carry out the project in Knarvik and/or Frekhaug, and give good and long-term licences for future bebuarar. The municipality would like to quickly enter into a gong with the work, and requests interested actors to contact snarast, and preferably by 30.11.2025 in order to sikra the necessary progress in the process.
