UPCOMING PROCUREMENT
National Land Survey of Finland ("NLS") is planning to procure airborne laser scanning ("ALS") service with related data processing services. Most of the laser scanning shall be done at a density of 20 p/m2 and some at a density of 5 p/m2.
NLS will order ALS services from the chosen service providers and pay for all the services provided. Furthermore, the NLS will take care of quality assurance for the acquired ALS data.
The ALS data covered by the upcoming procurement will be used in the work of the NLS and for the purposes of the organisations participating to the KALLIO cooperation body (national aerial photography and laser scanning programmes). In addition to the NLS, members of the KALLIO cooperation body are Metsähallitus, the Finnish Food Authority, the Finnish Forest Centre, the Finnish Environment Institute, the Finnish Defence Forces, Finnish Transport Infrastructure Agency, Geological Survey of Finland and Natural Resources Institute Finland. The NLS will use ALS data for updating the KM2 elevation model, for the 3D modelling of buildings to the level of LoD2, and for other mapping of terrain features. The Finnish Forest Centre and Metsähallitus will use ALS data for maintaining information about forest resources. A thinned version of the ALS data will also be produced. It will be available as open data through the download service for NLS datasets.
The contract term will be determined in the final Call for Tenders.
The final Call for Tenders will be published in Finnish.

MARKET DIALOGUE
Companies registered by 12th September 2025 at the latest will be given the opportunity to meet with NLS in a Teams meeting. These meetings will be organized approximately during weeks 38-39/2025.
Additionally, registered companies will have the opportunity to provide written comments on the draft version of the Call for Tenders. The draft will be sent for comments approximately during week 41/2025.
