The objective of the procurement is to enter into a contract for the procurement of emptying sludge in Flesberg and Rollag municipalities. The procurement consists of two sub-contracts. Flesberg municipality and Rollag municipality shall sign and be responsible for each contract.
A description of the procurement, its purpose and scope can be found in the attached requirement specification.
The procurement will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, cf. FOA § 13-1(1).
Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is agreed that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b.
The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc., which must not be considered insignificant, cf. Regulations § 24-8(2) a.
Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with annexes and possibly to question uncertainties via Artifik.
Tenders shall be prepared in accordance with the guidelines given in the tender documentation with annexes, and submitted electronically by using Artifik.
Any corrections, supplements or changes to the tender documentation, as well as questions to the competition with answers in anonymised form, will be communicated to all tenderers who have registered their interest in the procurement in Artifik.
The contract will include requirements for wages and working conditions, documentation and sanctions in accordance with the regulations on wage and working conditions dated 8 February 2008 no. 112.
The chosen tenderer shall present a VAT certificate and a tax certificate upon request. This only applies if the chosen tenderer is Norwegian.
The tax certificate must not be older than six months calculated from the deadline for submitting a request for participation in the competition or a tender.
Public insight into documents for a public procurement applies to the Public Procurement Act. The Contracting Authority and its employees are obliged to prevent others from gaining access or knowledge of information about technical devices and procedures or operational and business conditions it will be of competitive importance to secrecy, cf. the Public Procurement Regulations § 7-4, c.f. the Public Administration Act § 13.
The contract will be regulated by kontraktsdokument_Slamt ø mming_Flesberg and Rollag municipalities.
The contracts will be signed for a period of four years, with an option for an extension for 1+1 year.
The agreement period will start when the emptying season starts 1 May 2025.
From 1 May 2025 the tenderer shall have operative operations.
