The Finnish Transport Infrastructure Agency invites potential service providers to a voluntary comparison event with this preliminary notice. The information provided by the Agency is preliminary and may change as preparation progresses. This preliminary notice does not bind the Agency to carry out the procurement in any form, but the information obtained can be used in the preparation of future requests for proposals. This notice does not include a request for offers. The Agency wants to offer service providers the opportunity to showcase the capabilities of their commercial machine vision solutions and their suitability for the Agency's current needs, as well as to increase the Agency's knowledge of existing market solutions and new, perhaps still unidentified capabilities. The market survey is divided into three parts (3 sections), and the Service Provider can choose which area they want to participate in. When participating in Section 2, the Service Provider can choose the provided image materials and formats from which they want to identify pavement defects. OBJECT OF PROCUREMENT The Finnish Transport Infrastructure Agency and ELY Centers need information about asphalt pavement defects for maintenance management, selection of targets for the paving program, and network-level analyses. Information is currently collected through subjective pavement defect surveys. The inventory of repair needs is currently carried out by driving a vehicle, visually assessing the severity of different types of pavement defects, such as cracks, raveling, depression, and holes. Based on the defect or defects, it is determined whether the section needs repair. The results are stored electronically linked to geographic information. The Agency follows Appendix 1 of the “PVK Päällystevauriokartoituksen inventointiohje” for subjective inventories. The Finnish Transport Infrastructure Agency is planning to switch from subjective inventory to machine measurement methods for identifying defects on paved roads. The goal of this market survey is to identify the capability of service providers' market solutions to meet the Agency's current needs (Appendix 2) and to find intersections with the current subjective inventory. Furthermore, the aim is to identify the potential of these methods to innovate pavement defect identification. In Area 1, the Service Provider produces a description according to their solution and machine vision-based identification for the test route designated by the Agency. In Area 2, the Service Provider produces a corresponding machine vision interpretation for the image material provided by the Agency, such as jpeg, mpeg, MP4. In Area 3, the Service Provider can offer their own solutions for identifying defects.
