Nye Veier needs a system (Saas) for work on seriousness, including registration of suppliers/contractors and their personnel and any sub-suppliers. The system shall also be able to provide a tool for following up these in the project implementation phase. The system must fulfil the requirements for guiding overview lists in accordance with the Builder Regulations, and it can generate deviations in predefined conditions. Furthermore, the system must have systems for following-up deviations and carrying out seriousness checks. Nye Veier announced 26.11.2024 (Doffin ref: 2024-117057, TED ref: 723262-2024) a negotiated procedure for the procurement of the above mentioned system. HMSreg AS was the only tenderer who applied for qualification in the competition. HMSreg AS fulfils all the requirements set in the competition, and Nye Veier AS intends to enter into an agreement with them. The justification for signing the contract will be the Public Procurement Regulations (FOA) § 13-4 b), as "the procurement concerns services that only a specific tenderer can deliver because; 2) competition is impossible for technical reasons". The conditions will be assessed fulfilled based on participation in the previous competition which was announced in the open market. Any objections are to be corrected within 10 days of publication. The contract ́s annual value is up to NOK 700,000.
