      The aim of the procurement is to enter into framework agreements as stand-by arrangements for outpatient specialist health services within mental health care for respite patients during and over 18 years. The framework agreements shall form the basis for the Contracting Authority - upon notification of breaches of deadline from the relevant health company - to communicate patients with another treatment offer. The contracting authority would therefore like robust and flexible suppliers who can quickly offer health care, in the area of break-in deadlines. In order to as much as possible offer a similar offer to what the patient should have had in the public specialist health service, the contracting authority has demanded that deadline break patients receive treatment within the geographical catchment area of the health trust in which the person lives (the admission area). The contracting authority does not have any specific requirements about the geographical location of the treatment premises, other than that they shall be centrally located in one or several towns in the admission area and close to a public transport offer. Contracts shall therefore be signed per admission area/health company and per treatment group (patients over and under 18 years of age). The 38 sub-contracts in Mercell are divided into 19 separate sub-competitions. The sub competitions will be held per health company. Espd and the qualification requirements will be answered in the main competition, where a tender letter and any commitment statement can be uploaded. Responses to the requirement specifications ("Requirements" in Mercell), price ("Products" in Mercell) and the tenderer ́s solution proposal must be answered per relevant sub-competition. Tenders can be submitted for one or more sub-competitions. Tenderers who submit tenders for both treatment groups (patients over and under 18 years of age) for each health company can, in addition, submit a parallel and prerequisite price discounted tender for the two sub-contracts as a whole, so that a discounted price is given for the case that the tenderer is awarded both contracts. The price can only be changed in the parallel tenders. Example: Tenderer 1 submits tenders for sub-contracts 1 A and B. The tenderer can submit a parallel price discounted total tender for the two sub-contracts. Tenderer 2 submits a tender for sub-contracts 1 A and 2 A. It is not possible to submit a parallel combined tender. Any parallel tenders shall be submitted under "Products", and under the categories: Discounted - Treatment Group 1 Discounted - Treatment Group 2 About a parallel tender in total meets the award criteria best, the contracting authority will award a total contract to one tenderer for the two sub-contracts, even if the tenderer has not delivered the best tender in each sub competition, cf. the procurement regulations § 19-4 fifth section. The contracting authority will enter into framework agreements for all sub-contracts with an estimated financial limit of approx. NOK 2,130,000,000 for the contract period from the start of the contract, including options for an extension. The final extent of the contract will, however, be at how many breaches of deadline will be notified to Helfo and communicated to suppliers with the contract. The maximum financial limit for the entire contract period is NOK 2,769,000,000, including options for an extension.
