Due to the renewal of the 23-year-old halogen runway lighting equipment at BIRK, a new LED Aeronautical Ground Lighting (e.g. runway lights, taxiway lights) must be purchased.
It is common and best practice in any Aeronautical Ground Lighting design to ensure compatibility and uniformity across the same airfield system and this encompasses not just the light itself, but also the installation criteria as defined by a light fitting manufacturer (deep or shallow base can installation, seating and adapter ring size, fitting bolt torque settings, horizontal and vertical beam direction etc).
Isavia regional airports and the Isavia ANS electricians who install and service the equipment for all major airports in Iceland follow the predetermined security procedure to purchase the same system type (type/model/manufacturer) that is present used at Reykjavík Airport, at other regional airports in Iceland and are also used at Keflavíkurflugvöllur by Isavia OHF. The lights are part of the airport's safety equipment and are necessary to keep the country's airport system operational. There are various problems with mixing lights from different manufacturers. and by doing so, it would lead to unreasonable technical difficulties in operation and maintenance. Lights can have different light/bright intensity or color between manufacturers, but the lights need to be uniform and have the exact color pattern. Using more than one type of lights increases cost for inventory and employee training as the predetermined security procedure states that all ANS electricians and specialists must regularly attend training and safety courses from the manufacturer.
It is a requirement of the Icelandic Transport Authority that all lights on each runway have the same light/bright intensity or color and that airport operators have lights in stock to respond to faults or other problems as they arise. This would lead to unreasonable technical difficulties in operation, maintenance and cost to have many types of software systems which would require different lights from different manufacturers.
Runway and taxiway lighting is controlled from the control tower, and it is important that the system is simple and user-friendly to ensure safety.
It is therefore recommended that the Aeronautical Ground Lighting for Reykjavik Airport is installed as per the design and specification recommendations and a common manufacturer consistent with the existing AGL fittings installed across the airfield system maintained by Isavia Regional Airports and Isavia OHF.
It will also be of great expense and disadvantage for airport operations to purchase this equipment from manufacturers other than the current equipment. Additional annual training costs, inventory and programming could be estimated at around 40 million ISK. If all equipment had to be replaced, the cost would be much higher.
Isavia Regional Airports have submitted an offer for the aforementioned equipment from a supplier (Johan Rönning/Fagkaup) and it is attached to the preparatory document.
