The National Transport Authority (the “Authority”) wishes to advise the market of its intent to commence the first Call Off Competition under the Qualification System for National Shared Micromobility Schemes for the Provision of Shared Micromobility Schemes in Regional Cities (“Regional Cities Call Off Competition”) on Tuesday 18th March 2025.
In order to participate in this Call Off Competition, all interested parties must be admitted to the Qualification System for National Shared Micromobility Schemes. Full information on the Qualification System is available at the following link:

Interested parties must submit a Pre-Qualification Submission in order to be admitted to the Qualification System. In this regard, the Authority is prompting all interested parties to submit a Pre-Qualification Submission within the coming days by 4pm Wednesday 12th March 2025 (where possible) to ensure that they are invited to participate in the Call Off Competition for the Provision of Shared Micromobility Schemes in Regional Cities.
The Authority envisages that the scope of the Regional Cities Call Off Competition shall cover the Provision of Shared Micromobility Schemes within the four (4) regional cities of Cork, Limerick, Galway and Waterford - with each city deemed as a separate lot under the Call Off Competition. It is envisaged that for each lot, a single shared micromobility operator shall be contracted for a period of five (5) years. The Authority envisages that for some lots there may be capital funding available to support the implementation and/or expansion of a scheme and/ or revenue funding available to support the ongoing operation of a scheme.
At present, the Authority intends to run a second pre-qualification phase for the Regional Cities Call Off Competition, which shall consist of a financial and economic assessment of candidates. On Tuesday 18th March 2025, the Authority shall issue documentation relating to the financial and economic assessment to all Qualified Candidates who have been admitted to the Qualification System for National Shared Micromobility Schemes and the Authority shall invite those admitted to participate in the Regional Cities Call Off Competition.
For the purposes of clarity, if a Candidate has not been admitted to the Qualification System for National Shared Micromobility Schemes, it shall not be invited to participate in the Call Off Competition for the Provision of Shared Micromobility Schemes in Regional Cities and shall not receive the financial and economic assessment documentation. In this regard, the Authority is prompting all interested parties to submit a Pre-Qualification Submission within the coming days by 4pm Wednesday 12th March 2025 (where possible) to ensure that they are invited to participate in the Call Off Competition for the Provision of Shared Micromobility Schemes in Regional Cities.
Candidates should note that the Authority does not intend to grant any Candidate requests for deadline extensions, within the second pre-qualification phase for the Regional Cities Call Off Competition, on the basis that a Candidate’s Pre-Qualification Submission was submitted to the Authority after 4pm Wednesday 12th March 2025.
The Authority intends to hold an in-person briefing session in relation to the Regional Cities Call Off Competition at 11am Tuesday 25th March 2025 in the Authority’s offices at Haymarket House, Smithfield, Dublin 7. All interested parties can register to attend this briefing session, however there is a limit of two (2) attendees per organisation (due to space limitations).
Interested parties must email procurement@nationaltransport.ie by 4pm Friday 21st March 2025 with the names of the two (2) proposed attendees. It shall not be possible to attend the briefing session virtually however a copy of the session’s slide deck shall be made available after the session.
