The Contracting Authority intends to seek tenders for the construction of the Foynes to Limerick Road (including Adare Bypass) (the Project). It is envisaged that the Project will be procured under multiple contracts. The proposed Project is 35km in length and will provide a motorway upgrade from Attyflin to Rathkeale in addition to connecting the port of Foynes to the motorway network. The Design and Construction of the proposed Foynes to Limerick Road (including Adare Bypass) will comprise approx. 15.6km of Type 2 Divided Protected Road connecting from Foynes to Rathkeale (Section A and C), approx. 1.9km of Type 1 Single Carriageway connecting from Askeaton to Ballyclogh (Section B), approx. 17.5km of Motorway connecting from Rathkeale to the existing motorway network at Attyflin (Section D) as well as a HGV Rest Area adjacent to Foynes Port. The project also involves the construction of new junctions, realignment of existing roads (National, Regional and Local) and all associated works including but not limited to; multiple new river / stream bridges, sideroad overbridges/underbridges, farm underpasses, culverts, extensive earthworks, drainage, attenuation ponds and wetlands, accommodation works and private accesses, utility diversions including diversion of electricity, gas, communications and water, ITS provision and traffic management. Various enabling works contracts are ongoing including the construction of 3 railway bridges, utility diversions including 2 no. high-pressure gas main diversions at Rinculla and Croagh, ESB network alterations (220kV, 110kV, 38kV), site clearance, fencing, surveys and investigations including archaeological slit trenching, Ground Investigations, Topographical Surveys and Underground Utility Surveys. Construction of the 7km Adare Bypass (part of Section D) commenced in Q1 2025. Anticipated Award Criteria: Pass in respect of all criteria in the Suitability Assessment Questionnaires; Most Economically Advantageous Tender (MEAT). The assessment of the MEAT will be made on the basis of quality and price. Anticipated Key Dates: - Estimated period for publication of Contract Notice(s) – 2026 / 2027 - Full Project Completion – 2030 Please note that these works cannot proceed to Tender and Construction until they pass through Gates 2 and Gate 3 of the Dept. of Public Expenditure, NDP Delivery and Reform Infrastructure Guidelines, respectively.
