This Contract Award Notice is acting as a Modification Notice under Article 72 of 2014/24/EU to RFT ID 155899 - Contract Agreement for Dublin District Heating System – Technical Advisor published on the previous eTenders system, prior to the introduction of new TED eForms.
Dublin City Council are relying on Article 72.1(b) Contracts and framework agreements may be modified
without a new procurement procedure in accordance with
this Directive in any of the following cases:
b) for additional works, services or supplies by the original
contractor that have become necessary and that were not
included in the initial procurement where a change of
contractor:
(i) cannot be made for economic or technical reasons such
as requirements of interchangeability or interoperability
with existing equipment, services or installations
procured under the initial procurement; and
(ii) would cause significant inconvenience or substantial
duplication of costs for the contracting authority.
However, any increase in price shall not exceed 50 % of the
value of the original contract. Where several successive
modifications are made, that limitation shall apply to the
value of each modification. Such consecutive modifications
shall not be aimed at circumventing this Directive;
Additional Services are required as follows:
1. Additional technical support and consultancy services in respect of RPS Consulting Engineers Ltd for the Dublin District Heating Project at the Irish Glass Bottle (IGB) site including:
a. Design support to Dublin City Council during engagements with IGB site developers
b. Review of technical submissions, current design, contractor’s static stress analysis and construction drawings
c. Responses to technical queries
d. Site visits from Danish COWI staff including specialist pipe inspectors
e. Resident engineering services for 12 weeks.
2. Design support for options assessment and conceptual design for an interim phase of the Dublin District Heating Project including:
a. Provide design support to Dublin City Council during engagements with the operator of the Dublin Waste to Energy (DWtE) facility.
b. Development of the District Heating Phase 0 concept at the DWtE facility, including high level concept design of the DWtE District Heating plant room, a 3D model for space proofing purposes, schematic process drawings and hydraulic analysis and update of the conceptual options report.
c. Development of additional back up at Spencer Dock in the North Docklands.
Details of the Modifications being made to this contract:
Modification No 1 - €250,846.06 (Ex-VAT)
1/ The developer of the IGB site is required by planning condition to design and install District Heating flow and return and transmission pipes, including all branches and connections within their site at the commencement of construction (DH Infrastructure). The preliminary design, including pipe sizing and the associated material and installation specifications were completed by DCC and our design consultants. The developer was also required under a compliance condition that prior to commencement of the development, the developer submit to the planning authority for written agreement of DCC’s Environment and Transportation Department, drawings and details indicating how DH infrastructure is installed. DH infrastructure of this size, scale and complexity have not previously been installed in Ireland and following a review of the developer team’s submission, DCC required additional design support and works supervision from RPS Consulting Engineers Ltd., in respect of the IGB site infrastructure.
Modification No. 2 -€230,986.06 (Ex-VAT)
RPS Consulting Engineers Ltd were appointed as the Technica Advisors to the DDHP to assist in advancing the design and statutory processes for the District Heating (DH) network in the Poolbeg and Docklands area of Dublin City. The scope of these services included developing a preliminary design for an Energy Centre including a back-up heat source and thermal storage. It is estimated that the Energy Centre may not be delivered before 2031 due to a number of project constraints including planning timelines, securing a high voltage grid connection and land availability. This has led to the development of an interim phase, which will enable early delivery of the project prior to commissioning the thermal storage tank in order to reduce the risk of losing key customers as well as proving the concept to the market. DCC required additional consultancy services and technical design support for options assessment and conceptual design for the interim phase solution
The original contract value was €3,809,998.12. The total value of the above mentioned modifications is €481,832.66 bringing the total updated contract value to €4,291,830.78.
