In its ambition to improve its operations and organization by better use of information, the Netherlands Ministry of Defence (NLD MoD) is aiming to get a better understanding of the pricing and availability of products and services for a tactical decision aid. The aid provides tactical support based on measurement, modelling and active management of the own ships signature, within its operational environment and context, in several signature dimensions. The ship’s command team is provided with up-to-date awareness of a ship’s changes in susceptibility to threat types and control by to tactical management of the signatures and other advice.
The focus of this RFI is an existing signature management software product and solutions that are already in use - or contracted with other navies.
This Request for Information (RFI) is issued by the NLD MoD within the context of the COSMOS (Continuous Development of Signature Management for Operational Ships) Project. The COSMOS Project was initiated by the NLD MoD to provide all units of the naval fleet with Signature Management capability.
The NLD MoD invites potential suppliers of naval Signature Management Software products and solutions to respond to this Request for Information (RFI).
All interested parties are requested to participate in this market consultation after consulting the documents via TenderNed, which refers to Mercell Source to Contract.
The answers to the questions posed in the market consultation must be provided using a digital document (see Annex B - Questionnaire & Answer Form) that must be submitted by email (rjl.hoogeveen@mindef.nl) or Mercell Source to Contract (via the Messages module).
