VTT (Contracting Authority) aims to acquire a four-year extension period for the software licenses. The duration and timing of the license agreement period varies with respect to the licenses to be acquired, and more detailed information will be provided in the request for tender. VTT currently utilizes the software in question for research and business purposes. The purpose of the Preliminary market consultations is to determine the number and capability of potential suppliers to provide licenses and additional services for the software in question. Additionally, VTT seeks suppliers’ views on the terms and condition related to procurement. Participation in the dialogue does not affect the supplier’s position in the upcoming tender. By responding to the dialogue, the interested supplier is not committing to anything. A procurement notice will be published later. Participation in the preliminary market dialogue and the answers given have not legally binding effect on the market participant, and have not effect on the market participant's position in the later stages of the procurement procedure. Answering the questions presented in this preliminary market dialogue is not a prerequisite for the market participant to submit the tender in the tender competition to be published later. The information provided in the market survey has not legally binding effect on the procurement authority, and the procurement authority can change its plans regarding the procurement procedure as the planning progresses. Responses provided to advance the market consultations are not public and will be used solely to support the planning and preparation of the procurement. Market participants are asked to mark the file name and the beginning of the document with the term "CONFIDENTIAL" if the document contains trade secrets. Participants are asked to answer the questions on the attached questionnaire by November 29.11.2024. Responses to the questions listed in the questionnaire can be sent to the email address specified in section "Organisation Email Address TED BT-506: Organisation Contact Email Address". The estimated publication of the call for tenders is at the beginning of December 2024.
