Since 2009 the Norwegian Directorate of Education and Training has conducted annual queries to the nursery sector and the school sector. In 2024, the current framework agreement for the queries expires. The results of the queries are largely used in the Ministry of Education and Research ́s work, and we would like to continue this scheme for a new period. The framework agreement will apply to both the annual, fixed queries that the Directorate of Education has to the sector and smaller and ad-hoc characterised queries connected to the Directorate of Education ́s need for follow-up of important focus areas. The annual, scheduled queries are conducted twice a year to school and once a year to nurseries. The background for leasing the assignment as a framework agreement is to gather the annual, fixed queries to the sector and the more ad-hoc embossed queries at one supplier. The annual queries are fixed, but the more ad-hoc embossed queries do not know the specific scope of. We do not currently know which queries will be relevant in the next few years, and a framework agreement will ensure flexibility. number of call-offs that can be removed and their methods. In the last framework agreement period (2021-2024), we conducted four ad-hoc embossed queries for orientation.  The contracting authority would like to enter into a framework agreement with one (1) tenderer.  The estimated framework for the agreement will vary as needed. The upper limit for the annual, fixed queries will be approx. NOK 3 million excluding VAT annually from 2025 and a total of approx. NOK 12 million for the entire agreement period. From 2025 the annual estimated scope for the more ad-hoc embossed queries will be between NOK 1- 4 million excluding VAT, but can be both larger or smaller than this, with a total value of approx. NOK 4-12 million excluding VAT during the contract period. The ad-hoc surveys are dependent on political guidelines and are therefore only an estimate. The contract ́s total value (the annual fixed queries and the more ad-hoc characterised) will be between NOK 12 million and NOK 20 million for the entire contract period. The framework agreement applies for a 4 year period, starting when the contract is signed. The Norwegian Directorate of Education and Training reserves the right to political decisions that can lead to changes in the scope of the assignment.
