The competition is for a framework agreement for the delivery of temporary staff to the health and welfare sector (Doctors are not included).
Participants in the procurement: Kvænangen, Nordreisa, Skjervøy, Kåfjord, Lyngen and Storfjord municipalities.
The procurement ́s value is estimated to: NOK 15-20,000,000 excluding VAT per annum. Maximum value for the entire contract period, including any options and expected price rise: NOK 85,000,000 excluding VAT. The estimated consumption for the participating municipalities is the following per annum:
- Lyngen municipality - NOK 2 million.
- Nordreisa municipality - NOK 4 million.
- Kvænangen municipality - NOK 4-6 million.
- Skjervøy municipality - NOK 2 million.
- Storfjord municipality - NOK 2 million.
- Kåfjord municipality - NOK 2-6 million.
The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors.

This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations § 7-9, fifth paragraph. The justification for this is that the procurement concerns consultancy services/consultancy services where the contracting authority is unable to influence climate and environmental impact, as the requirements and criteria that are directed at these elements will not have sufficient connection to the delivery. Cf. DFØ ́s environment supervisor.
Apprentices: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Public Procurement Act § 7. The main contract object of the procurement concerns recruitment and redistribution of temporary staff to the contracting authority. Our assessment is that the required competence is personnel with extensive, specialised experience and competence. It is therefore concluded that there are no requirements for apprentices in this procurement. We refer to the following provisions except the apprentice regulations:
The framework agreement ́s main elements do not include work where it is relevant to use labour with trade or craft certificates, cf. the apprentice regulations § 6 (3) and/or
- it is considered disproportionately, as there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulations § 6 (4).
