This Prior Information Notice relates to the procurement of services related to Offshore Technology Resources for Data, System and Advisory Services to support EirGrid’s CTTOO strategic delivery. EirGrid wishes to use this PIN to inform interested parties that this procurement is forthcoming and explain the next steps including onboarding on Achilles.com. Achilles Supply-Line Codes Required for all Lots: 2.41.3.0 IT Consultancy Lot 1: Solution Development & Data and AI Management Covers solution development and data management services to support EirGrid’s Offshore programmes, including innovation, digital transformation, enterprise system enhancement, and emerging technology integration. The goal is to enable the development, deployment, and support of offshore applications and platforms across the software development lifecycle. Tenderers must deliver secure development services, including designing, developing, packaging and deploying applications across enterprise environments. They are expected to provide expertise in secure development, data analysis, AI, visualisation, automation, reporting, and advanced data processing, as well as ongoing support for testing and quality assurance in line with EirGrid’s standards. Integration capabilities such as APIs, streaming data, ETL/ELT, and change data capture are also essential. Lot 2: Programme & Governance Enablement Tenderers will provide services to augment internal teams and deliver complex offshore programmes and projects. The services will include programme and project management, delivery leads, business and technical analysis, governance, change management, and strategic leadership. For Offshore programmes and project, tenderers must also offer dedicated account management, support technical and commercial projects, and actively participate in governance structures. They are expected to manage scope, timelines, budgets, and risks, coordinate stakeholders, and ensure seamless onboarding and knowledge transfer. Expertise in Agile, Waterfall, Prince2, and ITIL methodologies is required, and the ability to produce documentation and runbooks. Additionally, tenderers should provide scalable resources, promote innovation and continuous improvement, and deliver end-to-end technical oversight. Lot 3: IT Technical Consulting This Lot provides offshore architecture, infrastructure, operations services, and application support services to ensure the secure and reliable delivery of EirGrid’s Offshore programmes. These include system operations, enterprise IT modernisation, and digital enablement. For Offshore programmes and project, tenderers must offer multi-tier support across infrastructure, platforms, and applications, including server and database administration, hybrid cloud management, virtualisation, observability, and ITSM services. They are expected to deliver service management aligned with ITIL, support cloud platforms (Azure, AWS, O365), and manage end-user tools. Additionally, tenderers should provide architectural expertise across domains such as business, solution, data, cloud, and infrastructure architecture. They must support emerging technologies, align technical solutions with business goals, and contribute to continuous improvement through solution roadmaps, testing, and performance validation. Lot 4: SCADA, OT and Remote Monitoring consulting This Lot provides strategic and specialist resources to support the delivery of operational technology (OT) capabilities across EirGrid’s programmes. These resources will guide the implementation of remote monitoring and control systems that leverage real-time data from SCADA, IoT, and IIoT devices to enhance safety, efficiency, and performance. Tenderers must supply high-level expertise & resources across OT architecture, secure development practices, and data strategy to ensure OT solutions are secure, scalable, and aligned with enterprise standards. These experts will support the design of integrated platforms for data acquisition, processing, and visualisation. Lot 5: Testing Services This Lot provides experienced testing personnel to support EirGrid’s offshore programmes, ensuring systems are secure, scalable, and resilient. The emphasis is on delivering independent, tool-agnostic testing services that maintain system integrity, performance, and compliance across a complex and evolving technology landscape. For Offshore programmes and project, tenderers must offer a comprehensive range of testing capabilities, including functional, performance, load, stress, security, regression, integration, and user acceptance testing. They are expected to manage the full testing lifecycle, while supporting both manual and automated testing approaches. Suppliers should also deliver reusable automation frameworks, ensure traceability from requirements to defects, and contribute to the continuous improvement of testing practices. The ability to scale resources and support PRINCE2, ITIL, Agile, DevOps, and Waterfall delivery models is critical, as is mentoring EirGrid staff to strengthen internal testing capabilities.
