The simulators to be procured are intended for use in training canine tactical combat casualty care (K9 TCCC) and other veterinary procedures. According to the preliminary plan, the procurement will include two (2) simulators with an option for the purchase of one (1) additional simulator. The procurement also covers the necessary software, consumables, training, maintenance and repair services, as well as customer support.
The objective is to publish the contract notice in early 2026.
GENERAL INFORMATION
Please note that this is a market survey notice (hereinafter referred to as “the notice”) and not a request for tenders. The information provided in this notice is preliminary and may change as the preparation progresses.
REGISTRATION
Companies interested in the procurement are requested to submit their contact details by email to kilpailutus@hansel.fi and use the subject line: “Veterinary Training Simulators – Registration”. Please register by 10 December 2025. Registrations submitted after this date may also be accepted, but early registration is recommended.
When registering, please provide answers to the following questions:
1. What is the delivery time for the simulator?
2. Is there an opportunity for trial use or guided commissioning? If so, when, how, and where? Is this possible at Pori brigade?
3. Can standard clinical care supplies be used with the simulator?
4. Where can consumable spare parts for the simulator be purchased?
5. What is the quantity and quality of disposable spare parts included in the simulator? Please specify their location within the simulation modules, their purpose, and where they can be purchased.
6. Where can the instruments, devices, and materials required for practicing procedures be purchased for use, in cases where standard clinical veterinary materials and instruments cannot be used? Please provide a breakdown of the instruments, devices, and materials required for different simulation functions.
7. What is the simulator’s maintenance schedule? Please describe the procedure, duration, and associated costs of maintenance.
8. Is there a need for software updates, and what is the procedure for implementing them?
9. Does the simulator require an internet connection for use or for possible updates? If yes, please specify when and for what purpose.
10. What is the procedure in the event of simulator malfunction? How is the repair process handled?
11. If the device must be sent for maintenance, who bears the shipping costs?
12. If the device must be sent for repair, who bears the shipping costs?
13. What are the warranty terms and repair procedures during the warranty period? Who bears the shipping costs in such cases?
MARKET DIALOGUE
The contracting authority reserves the right to send draft procurement material to registered companies for written comments as part of the market dialogue. In addition, the contracting authority reserves the right to arrange individual meetings with registered companies.
Participation in the market dialogue, or choosing not to participate, does not prevent participation in the possible procurement procedure.
