      The EU Delegation in Mauritius is procuring a Technical Assistance Team (TAT) for the implementation of the activities in support of two Regional Fisheries Management Organisations (RFMOs), notably the Indian Ocean Tuna Commission of the Food and Agriculture Organisation (IOTC/FAO), with a mandate to manage fisheries of highly migratory species (e.g., tuna species) in both the waters under the jurisdiction of coastal States and in the Areas Beyond National Jurisdiction (ABNJ), and the Southern Indian Ocean Fisheries Agreement (SIOFA), an autonomous international agreement, mandated to manage fisheries resources, excluding highly migratory species, in the ABNJ under the Sustainable Western Indian Ocean (SWIO) programme (https://international-partnerships.ec.europa.eu/countries/sub-saharan-africa_en) The services to be provided under this contract will contribute to Output 1.2 of the SWIO programme at : - strengthening the capacity of the RFMOs for the stock assessment of shared species; - provide technical assistance to RFMOs to design capacity building activities and training with the aim to improve beneficiaries’ capacity to comply with conservation and management measures adopted; - provide technical assistance to beneficiaries on data collection, analysis and reporting to improve their capacities to comply with obligations stemming from RFMO membership; - support beneficiaries for the organisation of meetings and other activities within the framework of RFMOs, notably the areas related to the conservation and management of shared resources The work of the key fisheries expert and pool of non-key experts (NKE) is to provide technical assistance at administrative and implementation levels to the IOTC and SIOFA Secretariat to ensure the effective and efficient implementation of the project outputs, tasks and work plans of the RFMOs to ensure implementation of the IOTC and SIOFA components of the SWIOP. The technical assistance team will undertake the following tasks:  Assist the IOTC and SIOFA Secretariats to organise meetings, training course, workshops, or any events with the programme stakeholders and partners related to the IOTC and SIOFA activities of the project (preparation of training and other technical material, and logistical organisation and funding of the event) on subjects such as: - IOTC CPCs national scientific officers’ capacities improved through Catch-per-unit-effort (CPUE) - IOTC CPCs and SIOFA CCPs national scientific officers capacities improved through participation and training in stock assessments for managed species - IOTC CPCs Scientific Officers capacities improved in Management Strategy Evaluation on IOTC species - Ecological Risk Assessment (ERA) update: IOTC CPCs national science capacities improved in conducting ERAs for species caught in association with IOTC fisheries (Sharks and Marine turtles) and SIOFA fisheries. - IOTC CPCs and SIOFA CCPs Scientific Officers capacities improved in using statistical packages commonly used in fisheries analyses. - Improve SIOFA CCPs' capacity to integrate science into policymaking - Implementation of CPCs reporting obligations improved through national training and IT technical, operational, maintenance, improvement (integration with other support) to the IOTC web applications conducted to the benefit of the users of the e-MARIS, e-RAV and e-PSM applications. - Implementation of CPCs flag State responsibilities improved, including in country missions. - Implementation of CPCs port State responsibilities improved through national training and IT technical, operational, maintenance, improvement (integration with other support) to the IOTC web applications conducted to the benefit of the users of the e-PSM applications and of the sister application named Port Inspection Report application/scheme.
