This is a prior information notice, not a procurement notice, a request to participate, or a call for tender. The request for information does not bind the contracting entity or any party responding to it. This is a market survey, and decisions regarding a possible tendering process will be made later. Responding to this prior information notice does not give the respondent any special status in the tendering process, nor is responding a prerequisite for participating in the tender. Through this prior information notice, Elenia Oy aims to map the range of products available on the market and identify potential suppliers. The contracting entity is not committed to carrying out the procurement in question, and please note that no compensation will be paid for participation in the market dialogue. Elenia Oy is planning to procure distribution automation equipment for remote controlled disconnector stations in Elenia’s electricity distribution network area in Finland. Elenia is procuring automation equipment both for new compact secondary substations and for modernising existing compact secondary substations and existing overhead disconnector stations. Disconnector stations are in medium voltage distribution network. The procurement is planned to be carried out in two separate LOTs. Each participating supplier can take part in either one or both LOTs. Needed automation equipment in each disconnector station consist of at least - a remote terminal unit (RTU) with power supply + including fault passage indication (FPI) and sensors (which may include current, voltage, VDS sensor) for FPI - LOT1 - a cellular router - LOT2 In addition, Elenia is planning to procure - Management systems for RTUs + support agreements for management systems and RTUs - LOT1 - Management system for routers + support agreements for management systems and routers - LOT2 Estimated maximum amount of equipment to be procured is 3 200 RTUs and 3 200 routers, between 2027-2033. TIMETABLE FOR PROCUREMENT PROCEDURE The preliminary timetable for the procurement is January 2026 – September 2026. This estimate does not bind the contracting entity. The contracting entity is not committed to initiating a procurement procedure as a result of this prior information notice. Participation in the market survey does not create any obligation for suppliers. Suppliers will not receive any advantage for participating in this survey. The contracting entity reserves the right to request additional information about products or services from suppliers who have submitted brochures.
