Oslo municipality, c/o the Agency for Improvement and Development (the Contracting Authority) intends to procure a framework agreement for consumables for cleaning, drying and hygiene, offices, schools and kitchens/serving. The contracting authority would like input on the provisional draft of the price and product form and requirement specifications before the competition is announced. In particular the following points are to be answered:

* Are guideline text understandable and clear?
* Are there requirements for some products that are restrictive for the possibility of offering environmentally labelled varieties?
* Are the minimum requirements for environmental label type 1 possible to fulfil for the relevant products?
* Are the minimum requirements for fair trade certification for coffee possible to meet for all varieties?
* Generally: are the specifications understandable and possible to fulfil?
* Are there requested products that do not exist/can be offered?
