The Norwegian Defence Estates Agency has made one change to the existing contract for construction management, cf. the Public Procurement Regulations §28-1 (1) letter c.The Norwegian Defence Estates Agency currently has a hired project manager resource through contract C03170. So far the resource has followed up several projects at Ørland Air Station, but the number of assignments there has now been considerably reduced. At the same time, there has been an acute, short-term and concrete need for project management assistance with the projects 100715 (Værnes) and the 100609 (Hammernesodden). If the mentioned need were to be met through a new competition, the Norwegian Defence Estates Agency would at the same time have to continue the existing hiring at Ørland without real need there. This would result in considerable extra costs for the Norwegian Defence Estates Agency and would result in considerable difficulties. the critical time aspect of the projects. The reorganisation of the resource to Værnes and Hammernesodden for a short period (up to 6 months) appears as a necessary and proportional solution. The change does not involve a real price increase, and the overall character of the contract is considered unchanged, cf. the Public Procurement Regulations §28-1 (1) letter c (2). The amendment can also be pursuant to the Public Procurement Regulations §28-1 (1) letter d on small changes, as the value of the change is marginal, the contract ́s economic balance is not affected and the assignment is still carried out by the same resource under the same contract terms. Only talk about a temporary change of work place within the nature of the assignment. According to the Public Procurement Regulations §28-1 (3), the Contracting Authority shall announce changes as mentioned in the first section, letters c and d. This is the background for this change announcement.
