Kemi-Tornio Valley Municipal Education Consortium Lappia, Vocational College Lappia and Lappia Living Labs -project published a request for tenders for "D/70/02.08.01/2025 / Living Labs - Work Package 3. Dryer Trailer, Freezer Trailer and Energy Solutions / Containers for preprocessing of local raw materials , work package 3". The procurement was divided into three (3) parts. Tenderers were permitted to submit offers for one, two, or all parts. Partial tenders were accepted. Work Package 3 – Dryer Trailer (Part 1), Freezer Trailer (Part 2), and Energy Solutions (Part 3) Part 1 – Dryer Trailer The dryer trailer is used for drying natural products (plants, berries, and mushrooms) by means of a convection drying method within the unit. When using the dryer trailer, efficient ventilation, dust and moisture removal, and the requirements for clean indoor air must be considered when two (2) persons are working in the container simultaneously. The indoor air classification must be at least S2, i.e., better than the minimum level required by regulations. By the deadline, one (1) offer was received for Part 1. Offered price €34,500 (VAT 0 %). A comparison of tenders could not be conducted, as only one (1) tender was received in the procurement process. The expert working group evaluated the received tender and verified its compliance with the mandatory requirements. The tender met all mandatory requirements. Vilart Teemu Heinonen Ltd. (FI2371743-4) was selected as the supplier of the dryer trailer. The value of the procurement contract is €34,500 (VAT 0%). Part 2 – Freezer Trailer The freezer trailer is used for the rapid freezing and storage of the aforementioned natural products. The freezer trailer is a temperature-controlled container mounted on a trailer. The freezer trailer must also be equipped with efficient ventilation and moisture removal to ensure optimal operation of the freezer. The freezer trailer is not intended for continuous long-term work; rather, raw materials are brought into and taken out of the container as needed. By the deadline, one (1) offer was received for Part 2. By the deadline, one (1) offer was received for Part 1. Offered price €22,000. A comparison of tenders could not be conducted, as only one (1) tender was received in the procurement process. The expert working group evaluated the received tender and verified its compliance with the mandatory requirements. The tender met all mandatory requirements. Vilart Teemu Heinonen Ltd. (FI2371743-4) was selected as the supplier of the freezer trailer. The value of the procurement contract is €22,000 (VAT 0%). Part 3 – Energy Solutions Solar energy is used as the primary or supplementary energy source for the units transported by trailer. For the dryer trailer, the main energy solution consists of solar energy stored in batteries via solar panels, with a generator (aggregate) as a backup. For the freezer trailer, the main energy solution also consists of solar energy stored in batteries via solar panels, with a generator (aggregate) as a backup, and for longer-term storage use, mains electricity may also be used. By the deadline, no offers were received; therefore, a separate procurement decision regarding the supplier of energy solutions was made on 6 August 2025 (Act on Public Procurement and Concession Contracts 1397/2016, Section 40, Subsection 1). The contracting authority may make a direct award for energy solutions (Procurement Act Section 40, Subsection 1), as no applications to participate or tenders, or suitable applications to participate or tenders, were received in the open or restricted procedure; an additional condition is that the original terms of the request for tenders are not substantially amended. On the legal basis applicable to the procurement mentioned above, the contracting authority conducted a price comparison of energy solution suppliers. Based on the price comparison, Solarvoima Oy (FI2629251-5) was selected as the supplier of energy solutions. Solarvoima Oy has previously implemented similar energy solutions for working containers and holiday homes. The supplier’s eligibility was verified on 21 July 2025, and the procurement decision was made on 6 August 2025 (Legal basis: Procurement Act Section 40, Subsection 1). Solarvoima Ltd. (FI2629251-5) was selected as the supplier of the freezer trailer. The value of the procurement contract is €25,000 (VAT 0%). Dryer and freezer trailers will be transported for project and development activities throughout the Lappia region, for example, to implement workshops and pilots at various locations. The contracting authority and the evaluation group consider the supplier selection and tendering process to have been successfull. The contracting authority expresses its gratitude to alla participants in the market dialogue events and the competitive tendering process, as well as to the suppliers selected, for their excelletn cooperation during the procurement procedure. The procurement package in accordance with the Lappia Living Labs project plan includes acquisitions of food processing containers with their equipment, with the total estimated value of the procurements, as specified in the revised cost estimate (including energy solutions), being €300,000. The objective of the project is to implement movable and transportable environments for the processing of natural products and foodstuffs. With regard to the delivery of trailer containers, it must be ensured that the containers comply with the requirements set for food handling (food premises) and occupational safety for the delivery package and container work: the materials and equipment of the container, adequate ventilation as well as dust and moisture removal, electrical connections, and temperature control functions. The dryer trailer and freezer trailer must be delivered to the client in Finland inspected and roadworthy.
