      Kemi-Tornio Valley Municipal Education and Training Consortium Lappia acts as the implementing party in the project “Investments: Sustainable Growth from Local Raw Materials” (project code J11053), funded by the Regional Council of Lapland. The Regional Council of Lapland has approved the project for funding and granted support for its implementation from the Just Transition Fund (JTF), pursuant to the Act on the Financing of Regional Development and European Union Regional and Structural Policy Projects (757/2021). The procurement package for food processing containers, work packages 1–4, exceeds the threshold value referred to in Section 26 of the Public Procurement Act. Therefore, the procurement was divided into appropriate parts and tendered one work package at a time. The estimated value of the procurement package was €270,000. The procurement was divided into four (4) parts, of which Work Package 2: Berry Shaking Container and Berry Shaker was tendered through this procurement notice. The procurement is a one time acquisition. Kemi-Tornio Valley Municipal Education and Training Consortium Lappia decided to tender the EU procurement package by work package due to technical project reasons, the project implementation schedule, and the objectives set for the project in the project plan. Procurement Procedure and Call for Tenders Work Package 2: Berry Shaking Container and Berry Shaker, call for tenders D/186/02.08.01/2024, was published as a Hilma notice no. 2025-018939 and as an EU procurement notice (TED ID 21660-2025) on 9 January 2025. The tendering was conducted as an open procedure. The tendering was preceded by two (2) market dialogue events on 29 November 2024 and 16 December 2024. An expert working group evaluated the tenders and verified the fulfillment of mandatory requirements and the received tenders. PART 1: Work Package 2, Part 1 – Berry Shaking Container Received tenders: 1. Vilart Oy Teemu Heinonen Oy, tender price (VAT 0 %) €32,800.00 2. Tekoa Oy, tender price (VAT 0 %) €35,000.00 3. Suomen Vuokrakontti Oy, tender price (VAT 0 %) €39,000.00 Vilart Teemu Heinonen Oy (FI23717434) was selected as the supplier. The procurement price of the berry shaking container is (VAT 0 %) €32,800. PART 2: Work Package 2, Part 2 – Berry Shaker By the set deadline, one (1) tender was received: 1. Tekoa Oy (FI2045671-8), tender price (VAT 0 %) €20,000. Tekoa Oy (FI2045671–8) was selected as the supplier. The procurement price of the berry shaker is (VAT 0 %) €20,000. Assessment of Supplier Suitability Both suppliers met the suitability requirements set out in the call for tenders. The statutory check required by the Act on the Contractor’s Obligations and Liability was carried out at the tender opening session on 30 January 2025. An official suitability investigation was also conducted for the suppliers. Comparison of Tenders The expert working group evaluated the tenders and verified the fulfillment of mandatory requirements and the received tenders. Requirements for the purchase target Special requirements were set for the delivery package, such as suitability as a food premises and as a safe indoor working container. Suppliers of parts 1 and 2 were required to cooperate and share joint responsibility for the progress of the project, cost-effectiveness, and adherence to budget and schedule. The contracting authority and the evaluation group consider the supplier selection and tendering process to have been successful. The contracting authority expresses its gratitude to all participants in the market dialogue events and the competitive tendering process, as well as to the suppliers selected, for their excellent cooperation during the procurement procedure.
