Post-notification for Living Labs Work Package 1. Part 1. - Drying Container The drying container, the subject of the tender and procurement will be used for food processing, drying and working with natural products inside the container. The supplier of the drying container was required to take full responsibility for delivering a drying container suitable for food processing and occupational safety of indoor work. For the drying container, ventilation, dust and moisture removal requirements had to be taken into account. This is an indoor working container, so four (4) people will be working in the container at the same time. Special requirements were set for the container's structures, materials, ventilation, dust and moisture removal in terms of suitability as a food premises and occupational safety. One (1) bid was received by the deadline for TP 1. part 1. Drying container. The bid was submitted by Vilart Teemu Heinonen Oy (FI2371743-4). The bid price for the work package 1. part 1. drying container was €48,900, VAT 0%. The bid price was within the price range presented in the request for tender. The bid was in accordance with the request for tender and the mandatory requirements were met. The bid was decided to be accepted for reasons related to the project's technical and project implementation schedule, although only one (1) bid was received in the tender for part 1 of the request for tender of drying container. In the call for tenders for work package 1, part 1 of the drying container, the estimated total value of the procurement was estimated to be €45,000 - €50,000. The EU procurement package has been divided into appropriate parts and, due to project technical reasons and the project schedule, tendered for work packages (1-4) at a time in accordance with the approved project plan. The procurement was carried out as an open procedure. Statement of the Lappish evaluation working group on the selection of the supplier and acceptance of the offer: The dryer container is an innovative implementation that is not generally available on the market. Vilart Teemu Heinonen Oy builds the container in its own factory, so it is possible to make changes to the dryer container if necessary when the dryer container equipment is installed. Re-tendering the procurement is not in accordance with the principle of proportionality, considering that this is an innovative implementation that is not readily available on the market, so a new tender would likely not result any other offers. Assessment of the evaluation team: The procurement unit assessed the course of the tender and concluded that all Living Labs food handling containers work packages 1-4 have been tendered as EU tenders belonging to the same procurement entity in an open procedure. Two (2) open, separate market dialogue events have been arranged for potential bidders. An advance notice has been published for the procurement entity and the tender for each work package has informed about the previously tendered, the procurement entity's, and the upcoming tenders for the procurement parts. The competition has been conducted in an open, non-discriminatory, fair and proportionate manner (1397/2016, Section 3), as the procurement has been widely publicised. The procurement notices have been published in both Finnish and English. Since this is an innovative dryer container implementation that is not available on the market, the procurement unit accepted the offer received for part 1 of the request for tender. Re-tendering the procurement is not in accordance with the principle of proportionality, taking into account the value of the procurement part and the resources available for re-tendering, as well as the project period of 1.8.2024-28.2.2026. The procurement unit has made an official decision on the procurement of part 1 of the dryer container and has selected Vilart Teemu Heinonen Oy as the supplier of the dryer container. Dryer container equipment / Work package 1 parts 2-5The estimated total value of the dryer container equipment (parts 2-5) in the request for tender was €30,000 - €40,000. No offers were received in the tender for work package 1 parts 2-5. In accordance with Section 40(1) of the Act on Public Procurement and Concessions 1397/2016, the contracting entity may choose direct procurement if no applications or tenders or suitable applications or tenders have been received in an open or restricted procedure; an additional condition is that the original terms of the invitation to tender are not substantially changed. The purchase price of work package 1 parts 2-4 dryer equipment is €16,843.67 (VAT 0%). The purchase was made using the information from the original request for quotation using a price comparison from the following suppliers: Part 2. Large professional freeze dryer Supplier: Freezedry.It (LT100005025914), the offer price for the large freeze dryer is €8,827.68 (VAT 0%) - the offer price includes freight. Part 3. Small freeze dryer - table model Supplier: Leosmak Ltd. (PL8943170814), small freeze dryer offer price €5,300.00 (VAT 0%) - offer price includes freight. Part 4. Blast freezer Supplier: GGMGastro (DE815306247), blast freezer offer price €2,715.99 (VAT 0%) - offer price includes freight. The dry container equipment (parts 2-4) has been purchased from the above-mentioned suppliers based on price comparison (legal basis: Procurement Act, Section 40, Paragraph 1). Part 5. Dry material dispenser on a scale The supplier was not selected because no offer or offer price was received in accordance with the request for tender during the price comparison phase. The procurement was not made. The procurement of Part 5. will be made as a direct procurement if supplier of dry material dispenser are found on the EU market (legal basis: Procurement Act, Section 40, Paragraph 1).
