This contract concerns a service assignment related to the implementation of an ALM method for financial management (Asset-Liability Management) on behalf of the public institution Hedera. The contract includes a development phase for the ALM tool and a supervision phase. These services include in particular: * The analysis of existing liabilities and financial assets; * The formulation of an investment strategy that takes into account Hedera’s objectives and risk appetite; * The definition and implementation of a methodological ALM framework that aligns with Hedera’s strategic objectives in terms of financial risk management (interest rate, liquidity, duration, etc.); * The modeling of future cash flows of assets and liabilities; * The design and rollout of decision-making and management tools for ALM; * The training and support of internal teams in adopting the approach and related tools; * Support in the follow-up and further development of the ALM system over time. The deliverables expected from the service provider as part of the implementation of the ALM model are described in more detail in the technical provisions below (see C. Technical Provisions). In any case, these services must be carried out in compliance with legal requirements and best practices in financial management.
