The University of South East Norway (USN) uses a publication system for the development and operation of its web sites, including public websites, student portal and intranet for students and employees. USN is now reviewing its total ICT portfolio with the aim of establishing a comprehensive and future orientated portfolio that also includes the choice of publication platform. In order to ensure stability, predictability and continual operation in a transition period, we would like to enter into a framework agreement to maintain the existing functionality and necessary adaptations until 2027. The current system consists of a main domain with a public domains where public domains are registered, as well as established intranet systems for students and employees. In order to reduce migration and implementation costs and at the same time ensure user friendly and stable operation, we are looking for one supplier who can deliver both licences, development, operations and maintenance during the agreement period. The assignment also includes necessary adaptations and improvements in accordance with the current security, privacy (GDPR) and universal design in line with public standards The procurement shall safeguard the US ́s communication and information need in a transitional period, so that the university can offer stable and efficient digital services for students, employees and other users.
