      The Irish Obesity and Metabolic Surgery Society (IOMSS) and the Bariatric Service at SVUH seek to implement a National National Bariatric Surgery Registry in Ireland. The scope of the systems and services sought comprise of: A) Main Registry - Initial Implementation followed by ongoing hosting, maintenance and support, as well as upgrade to next Version: The proposed main National Bariatric Surgery Registry (NBSR) will be a replica modeled at the British Obesity and Metabolic Surgery Society (BOMSS) National Bariatric Surgery Registry (NBSR) current Version 2 as implemented by Dendrite Clinical Systems Ltd - rebranded for the IOMSS and with necessary adjustments to meet the Irish requirements including: A bespoke welcome page, IOMSS branding and matching IOMSS design elements, allowing for inclusion of a local hospital number instead of a national identification number for patient identification, enabling the integrated security module to allow tracking of patients across an institution rather than just under one consultant. It is important that the system will also be pre-populated with data previously entered into the BOMSS NBSR by surgeons from hospitals in Ireland. It will Include visual data analysis/reporting tools to reflect the current reports in the BOMSS NBSR: Visual data dashboard, standard ‘One-click’ composite report, individual patient timeline and weight-loss graph, automated operation note, raw data export, automated file for submission to IFSO. It shall include Registry Administration Reports for IOMSS to monitor data collection: Registry activity report and data completeness report. It will be hosted at a secure EU server and must be upgraded to Version 3 when this becomes effective. B) SVUH is also seeking to implement a Consultant Outcomes Publication (COP) portal designed for the public/patients to ensure transparency and facilitate patient choice. The main registry and the COP portal must be are linked i.e. data from the main registry must feed the COP reports. It is important for connectivity and inter-communication reasons that the Irish IOMSS NBSR is a replica of the BOMSS, upgrades in the same ways that the BOMSS NBSR updates, communicates and allows for a two-way feed with the BOMSS NBSR. To the best of SVUH' knowledge the supplies and services required i.e. clinical registry are specialised and the only solution that fulfills all above requirements is the one designed by Dendrite as implemented for the BOMSS. A Voluntary Ex-Ante Publication (VEAT) Notice will be published in OJEU, outlining SVUH’s intention to the market i.e. award a contract without prior publication as per Article 32.2.b.ii competition is absent for technical reasons (Procedure between the National and EU Thresholds).
