In 2023 the University of Bergen entered into a contract for assistance in the project "Transition from w3 to w4" and renewal of the uib.no to ensure the transition to Drupal 10 or more recent. UiB ́s main site www.uib.no is currently run on Drupal 7 and Drupal 9. The project is delayed and further assistance is therefore required. The contract shall therefore be extended. The assistance concerns the following: • The current website shall be replaced with new ones on the www.uib.no. The new sides shall run in Drupal 10 (or newer). • Management assignments connected to the existing system in Drupal 7 in a transitional period can also be relevant. • The consultant shall, in cooperation with the customer, work with drupal environments with deploy and operational systems based on the IT department's GitLab. • Some design/styling from the existing sides shall be reused, at the same time as facilitating interaction with a new design system for easy changes of styling. • A system shall be made and implemented for testing and production of the system via GitLab ́s CI/CD mechanism. • Securing good architecture and future orientated route choices. The original consultancy services began in June 2023 and assistance is required until the end of May 2026, or until the project is completed. Reasons for exemptions Initial consultancy services began in June 2023 and the agreement lasts until the end of May 2025. The project ́s progress plan was originally that the needs should be covered by summer 2025. The project experienced major delays and a new schedule estimates completion summer 2026 for this part of the project. There is, therefore, a need to extend the contract. The new contract applies to the same character of services as the first contract, but the extension is of such a length that it is considered to go further than that stated in the first procurement. We have therefore chosen to announce that we are extending the original contract without a new competition. The justification for entering into a contract directly is that the consultant in the project has gained invaluable insight and experience. Specific expertise and know-how are required that only the tenderer has at his disposal. Signing a contract with a new consultancy firm would lead to the project being delayed further as a new person could hardly overcome technical difficulties, gain the necessary knowledge, get into the role, and be an efficient part of the team until after about half of the remaining period in the project. Based on the objective of the regulations on effective use of society's resources, we do not see it as a "reasonable" and sensible alternative to hold a new competition. The terms in § 13-4 letter b (2) for procurements without a competition, are therefore deemed to be fulfilled.
