Stord municipality intends to enter into a contract with Vikahaugane Drift and Vedlikehald AS for the purchase of excess heat from the production of ice on the ice skating rink.
The district heating network delivers heat to the following buildings; Vikahaugane Idrettspark, Stord vidaregåande skule, Leirvik skule, Stord ungdomsskule. See the attached map of the district heating network. The red is in use and the blue line shows mogelege future plan-made connections.
The freezer system with the accompanying heat pump has the capacity to deliver 3,000 Mwh/annum. The potential for delivering heating/tap water to associated buildings is more than 2,000 Mwh/annum. Experience from the operation of the current ice rink and gas boiler shows that realistic total energy delivery to the sites in the associated buildings is currently between 2000 - 2,500 Mwh/annum. The estimated annual value is NOK 1,780,000. The contract will be valid for 20 years, with an option for an extension for 20 years.
Follow the Procurement Regulations § 13-4 letter b no. 2 that a contracting authority can carry out a procurement where there is an option to announce a competition. The tenderer, who operates the ice hall, is considered to be able to deliver heat to the district heating network. The competition is assessed as uncompatent of technical reasons, based on available infrastructure in the form of the district heating network.
Any objections as stated in the intention notice shall be entitled to the letter to the contracting authority late for 10 days from the day after the date of the notice.
