In Helsinki, an estimated 3–6 city-owned artificial grass fields will be renewed each year. The areas of the fields are approximately 7,500 m2 – 15,000 m2 per field. The framework agreement is related to the City of Helsinki's artificial turf field projects, which will be implemented in 2025 and 2026. The estimated need for new artificial grass coatings is 40,000–50,000 m2theoretical per year during the contract period. The aim of the procurement is to clarify the selection and procurement of artificial turf coatings for future artificial turf field construction projects, taking into account: - The artificial turf coating must comply with the EU Regulation banning the use of microplastics - A wide range of products for different applications and application levels, making it easier to select the coating for each field - Clarifying and speeding up the procurement of artificial turf coatings - Cost-effectiveness and future volume The procurement will be carried out in three sections, in all of which the infill is chemically unmodified natural infill without polymer filling or biodegradable filler (FIFA definition “natural infill”). All sections include also shock pad below. Section 1: artificial turf coating where organic performance infill is wood crumbs - One supplier is selected for this section. Section 2: artificial turf coating where organic performance infill is corn - One supplier is selected for this section. Section 3: artificial turf coating where organic performance infill is different than in Section 1 and 2. Crushed olive stone is not approved. - One supplier is selected for this section. For Section 3, the provider is free to offer an infill that meets the minimum requirements such as for example cork and is not wood or corn crumbs. However, infill made from olive stone will not be accepted. The products offered must meet the minimum technical requirements set out in the invitation to tender and its annexes.
