Lørenskog municipality invites tenderers to a dialogue with the market for the rent and operation of Lørenskog Cinema and kiosk.
The general aim is to get in touch with the market in order to examine
interest in the hire and transfer of business as well as obtaining input for the design of framework terms and further process.
The municipality would like a dialogue with relevant tenderers on topics such as economic
conditions, co-use of premises and the accompanying challenges, investment needs,
implementation of a transfer of business, quality in the cinema service, and possibilities for cooperation with other services in Lørenskog Hus. Furthermore, the municipality would like to discuss the duration of the lease agreement and how the process can be carried out in an appropriate manner.
Lørenskog Cinema consists of four cinema halls with capacity from 75 to 182 seats. The cinema is located on the 4th floor in Lørenskog Hus, which also consists of a library, arts centre,
health centre, cultural school, restaurant etc. The entity also operates its own 50 m2 cinema kiosk. Lørenskog cinema currently has 4.5 man-labour years divided in 14 positions and in 2023 had a visitor number of approx. 66,000 visitors.
As a part of the process, the municipality has engaged Kulturmeglerne AS to prepare a report that highlights the cinema ́s attractiveness, renovation and investment needs as well as economic development potential. This report is to be attached as background information for interested parties.
We would like to hold a dialogue with one and one supplier where we would first like to examine the interest in a rental contract and transfer of business.
We would like to carry out the dialogues by the agreed date by January 2025. The property manager, business manager in the cultural production and cultural director will be present during the dialogues.
A simple site inspection of the cinema ́s premises will also be carried out in the meeting with the supplier.
Approx. 3 hours will be put aside for each supplier.
The municipality looks at several possibilities for how we can get a rent contract and would like a dialogue on any limitations.
The market dialogue will form the basis for the municipality ́s further work on economic conditions, valuation of the cinema and the accompanying facilities, terms for co-use and quality in the cinema service. The aim is to establish a schedule that enables the start of a rent contract during 2025. If the dialogue uncovers interest from several relevant actors, the municipality will consider holding a competition to ensure an open and fair process.
