The purpose of this survey is to gather insights into available solutions for the Finnish government's digital learning environment and to shape the upcoming procurement process. Please note that this is not a call for tenders, and no tenders can be submitted at this stage.

The main objective of this procurement is to provide government organizations in Finland with a high-quality, cost-effective, and user-friendly learning management system (LMS) that supports skills development. Additionally, the goal is to establish a long-term partnership with the system provider. The system should offer visually engaging and user-friendly tools that support the implementation, distribution, and monitoring of training within organizations. The learning environment should support the training needs of various organizations, enabling the sharing of common content and collaboration between organizations. Additionally, the procurement aims to achieve significant cost savings through a centralized learning platform and ensure continuous technical and functional development of the system.
