The system shall facilitate simple production of easy-to-use and informative action programmes, as well as budget planning and report documents for publication. The most relevant modules deal with analysis, review, plans, economy plan, annual budget, performance management, consolidation and reporting. The system must be cloud based. The tenderer must be able to refer to a completed system, and the tenderer must have the capacity to start an phasing-in that allows the system to handle budgeting up to 2026 budgets.
